She clearly had a 'thing' against 'half-breeds' and 'lesser magical
creatures, and others of 'near human intelligence'... so why didn't
she sack him outright as soon as the chance arose??
Might need a plausible reason. Like her trying to prove Hagrid was a
giant moron. The Headmaster might not be able to fire all willy
nilly. The Gov Boards probably put safeties against that very thing
years ago.
Except the Minister was issuing decrees willy-nilly interfering in the
Hogwarts modus operandi, based on the requests of Umbridge for more
power, with no reference at all back to the Governors (that we were
aware of at least).
That is because Fuge was going around the govaners. He used the law
system to change things at hogwarts rather then talk to the govaners. And
we must remember Fudge did this to get at DD. When DD left hogwarts,
Fudge didn't even bother punishing Harry. Fudge was after DD and in
Fudge's mind he got DD. To this end Fudge would change wizarding law, but
after I don't think Fudge was interfearing anymore. Suddenly the toad was
on her own with little protection from Fudge. Fudge wouldn't get her out
of problems with the goveaners because he didn't see them as a problem.

human' intelligence and possibly therefore not suitable to teach the
'wizarding elite'... i.e. humans!

Actualy she was reading off the wizard law when she said that. The fact
that the centars got mad was more of how she said it. However, I belive
Hogwarts govaners still had some say. The real question is why the toad
as hogwarts inquisater didn't survay his class and try and get him out the
way she did to the person he replaced. I belive the reason is that the
toad attacked weakness and always looked for weak spots to attack. She
did things to get hagrid mad and off his class track, because hagrid was
easy to distract. She pestered the first divanation teacher until she was
going to pices. I think the toad knew this trick wouldn't work on frenzy.
