The Trace the MoM puts on underaged wizards and witches can detect magic performed near such people, but why can't the Trace detect WHO did the magic? Why can't the Trace tell House Elf magic from human magic?

Why didn't the Trace detect Lilly's transformations of teacups?

In 1943, Lord Voldemort Aked his father and paternal grandparents. Since he was underaged, why didn't the MoM detect the underaged magic. (He did use Morfin's wand, but Morfin was overaged, so the MoM should have realized that HE wasn't the perp. The MoM's alarms should have said "AK curse used by underaged wiard or witch at a Muggle resident").
